States slashed spending, the Fed wants more credit card rules, and we get an important lesson in shop-by-mail

-$38:No one wants new taxes, but the depth of state budget cuts - shortfalls total some $38 billion — shocked everyone this week. Yes, less can be more. But not when it comes to schools, unemployment benefits, firefighters, prisons or even rest stops. The moral: The economy may be improving, but you still might need the money you're keeping under the mattress for luxuries like an ambulance ride.

-$320: Those long lines at Disney World aren't for the new Toy Story ride. No, as summer approaches, theme parks nationwide are facing a flood of job applicants. Unemployed people are lazy? I don't think so, Senator Kyl.

+$40: Already a fan of the new credit card rules? Get ready for more: the Federal Reserve proposed measures limiting fees for late payments and for exceeding a card's credit limit, i.e. no $40 late fee for missing a $20 minimum payment. (Good luck with that 'charge-more fee,' Citibank.)

-$.44: Inclement weather? No problem. A global technological revolution? Ooh, trickier. The Internet may finally do in the U.S. Postal Service, which has projected a $238 billion loss over the next decade. What that means for you: no more Saturday (or maybe even Wednesday) delivery.

+$62: Thank you, ladies, for all your hard work keeping Social Security afloat.

+$11: Lights, camera, Oscars: Outrageous swag aside, we can all embrace the glam of Tinseltown and fete the Academy with our budget-conscious blue potato chips and mini-liquor bottles. I'll fill out your ballot, just don't feed me popcorn. Or sand.

This week total: -$205.44. Don't worry. Whether you need a new ski parka, frozen giblets, or a mega-yacht, March is official bargain-hunting season, so get your Groupon on. One piece of advice: if your spring spree includes having 33 pounds of pot delivered, get the shipping address right.
